The Standards on Quality Plans for On-site Execution of Foundation and Load-bearing Structures

The Eurocodes for the design of foundation and load-bearing structures and the corresponding execution standards have now been categorized for ease of use.

The quality plan for on-site execution of foundation and load-bearing structures is a part of the site inspection document of the whole construction project. It also describes the parts in standards concerning on-site execution that need to be followed during the execution of different states in order to reach the desired results.

The Eurocodes are European standards on the design of load-bearing structures. They set requirements on the precision of construction for compliance with the design rules. The Eurocodes are used together with Finnish National Annexes confirmed by the Ministry of the Environment or the Ministry of Transport and Communications. The requirements concerning deviations from the design rules are given in the execution standards.

Harmonised Standards and National Application Standards for Construction Products

Properties of the materials required by Eurocode-based design can usually be found in the declaration of performance of a CE-marked construction product when not given in the Eurocode itself. The capacity of load-bearing construction products is often indicated with design calculations adhering to the Eurocodes. Also the armonised standards for construction products and the national application standards supplementing them have been compiled into groups.

Quality Plans for On-site Execution of Foundation and Load-bearing Structures

The decrees of the Ministry of the Environment on foundation and load-bearing structures require that a quality plan be made for sites where potential consequences of a defect or damage in a building are severe or medium and where the execution class is 2 or 3 and, for steel structures, execution class 4. The quality plan for on-site execution must be approved by the client.

The responsible structural designer will evaluate the quality plan in respect to load-bearing structures, while the responsible structural designer of the foundation structure will evaluate the quality plan in respect to foundation structures. They will then prepare an expert report for the building control authority. Realisation of the on-site execution quality plan during various stages of construction is monitored by persons specified in the quality plan or other immediately relevant plans. Realisation of quality of on-site execution is always at the responsibility of the party that is responsible for the execution of the structure.
